Scranton City Council passed an ordinance that they claim is meant to combat blight in Scranton. Problems arise once you extend the list of offenses beyond the violations that have been reported thus far. We are correctly told that penalties range from $50 to $1,000. Obviously, that does not sound like a small chunk of change. So, what is covered under this “quality of life” ordinance and inevitable ticketing?
Scranton City Council heard several opinions regarding the city’s interest in forming a “Land bank” to deal with blight, overall economic climate, city financial consultant Henry Amoroso, non-profits, and taxes. Scranton City Council members heard several resident’s opinions Thursday evening, February 26, at the weekly city council meeting regarding the recent announcement that the PA Auditor General’s investigation is slated to begin Friday into whether six nonuniform city employees should have received hundreds of thousands of dollars in double pension benefits since 2002. Auditor General Eugene DePasquale is conducting the investigation independent of law enforcement; however, DePasquale stated earlier that he would turn over any criminal evidence that he may discover in the course of his investigation.
The resolution makes the Office of Constable for Sunbury’s 9th Ward the first law enforcement agency in the state, and perhaps the country, to make it official policy not to enforce or cooperate in the enforcement of any acts which prohibit, penalize, or criminalize medical marijuana.
We need to ensure that juries, and not judges, are deciding the most important issues that govern our affairs, with common law grand juries, in particular, derived from the people, and not controlled by the courts, further serving as a check on the abuses of government.
